Position Overview
- The HSE & Integrity Manager manages and coordinates the company’s HSE and Integrity subjects to meet company’s business and authorities’ requirements related to Pernis site;
- The HSE & Integrity Manager directs the implementation and maintenance of a comprehensive HSE and Integrity compliance system for the Pernis Site;
- Drives site initiatives to meet quality standards, continuous improvement of business processes and performance;
- Advises (Site) Management on government regulations related to HSE and Integrity, and recommends necessary action to attain compliance/license to operate;
- Provides leadership and technical expertise to achieve corporate goals for HSE and Integrity policies and ensures compliance with quality standards such as ISO 9001, OHSAS 18001, ISO 14001, IVG and applicable regulations through partnership with local management.
Job Responsibilities
Lead all activities to:
- Ensure site follows regulation- and permit conditions;
- Provide technical support and guidance for all HSE permits for the site and ensure timely submission of initial applications and applications for renewal or modification;
- Ensure recordkeeping and ensure timely submission of periodic reports to regulatory agencies;
- Lead emergency response activities following spills and releases;
- Support and review site emergency programs;
- Interface with regulatory authorities as appropriate.
Quality System Compliance:
- Maintain management Q system and ensure compliance with policies and procedures to support plant operation;
- Development and implement initiatives and plans to drive business process improvements;
- Develop/ optimize and maintain ISO and IVG system supporting plant operation.
Operational HSE Management:
- Ensure incident investigations and participate in management reviews of all serious environmental and process safety incidents;
- Prioritize major hazards for the site and ensure actions are taken to eliminate risks;
- Provide environmental support to the site and lead, coordinate and participate in environmental performance improvement initiatives;
- Lead and coordinate audit programs, prepare and conduct management system and reviews in order to manage HSE compliance;
- Responsible for the control of MPBS;
- Monitors relevant developments in local, regional, national and European legislation.
- Acts as an interface between corporate HSE and site;
- Conduct regular reviews with Site leadership and prioritize HSE issues;
- Coordinate and implement Environmental site projects;
- Participate on sub-regional HSE teams.
Inspection & Integrity:
- Responsible for the development and implementation of inspection programs in line with applicable law for pressure vessels and related equipment and the HSE policies;
- Ensures that all inspections and repairs on pressure equipment are carried out in accordance with inspection regulations, HSE guidelines and management system;
- Ensures that follow up and compliance with inspection requirements and technical advice is done according to agreed timing;
- Responsible to develop and maintain Mechanical Integrity program;
- Responsible for implementing changes from improvement initiatives;
- Responsible for the independent decision making on pressure equipment by the Inspection department and its inspectors;
- Responsible for the determination of inspections requirements and approval of inspection plans related to new equipment, and ensures that all new pressure equipment will be certified before start-up.

- Responsible for implementing and executing HR programs and policies;
- Promotes safety regulations as a role model and pro- actively signals improvement potential;
- Responsible for training and development of direct and indirect reports.

Minimum Qualifications
- Acts and interacts on an Academic level (background in chemistry or environmental sciences or equivalent combination of training and experience);
- > 15 years of relevant working experience in a variety of positions within process technology or within the chemical industry, at least 5 years on a management level
